It is a challenge trying to judge if it is safe to pull out and go round the parked cars when you cannot see oncoming traffic. This is made worse when people park on double yellow lines. Unfortunately, Basingstoke & Deane Borough Council do not prevent parking on double yellow lines, instead expecting people to be considerate.

The Public Highway has a TRO prohibiting driving, and the Hampshire County Council list of Roads Maintained at Public Expense lists this as the Public Highway. However, Hampshire County Council denies this is a road maintained at public expense. Therefore, someone converted this public highway to a private road, built a cycle path on it, then did not maintain it.
According to the Land Registry website, this appears in the same way as public highways, and this is not part of the surrounding properties (I bought all the Titles and Plans). Therefore it must be owned by no-one!
